Subject: Guidelines On The ISBN / ISSN / ISMN Application For Institutional Publications And Workflows
In line with the exigency of service and to streamline application of International Standard Book Number (ISBN), International Standard Serial Number (ISSN), International Standard Music Number (ISMN) for institutional publications, the Institute shall adopt the guidelines set forth by the National Library of the Philippines (NLP). The following guidelines are hereby developed and adopted for implementation:
General Guidelines
1. The Library Unit, on behalf of the Institute, shall facilitate the application of appropriate standard numbers for institutional publications.
2. Application of standard numbers will only be limited for institutionally published materials and those that are co-published with collaborating agencies of the Institute.
3. It is the responsibility of the Training staff / NFRDI Training Focal Persons, in coordination with the corresponding author or creator of the publication, to prepare necessary requirement/s and implement necessary changes as prescribed by the National Library of the Philippines.
4. Application of ISBN and ISSN does not convey any form of legal or provide copyright protection on a work.
5. Assignment of ISMN to a publication of notated music shall not imply any meaning or value as legal evidence with regard to the ownership of rights to that publication.
I. ISBN APPLICATION ELIGIBILITY AND REQUIREMENTS
1. ELIGIBILITY: A publication is eligible for ISBN if it meet all of the following three (3) criteria:
a. It is text-based (e.g. printed, electronic books, pamphlets (and their various product forms)
b. Will be or available to the public
c. Not intended to be updated regularly or continued indefinitely
2. REQUIREMENT: 1 publication’s title and copyright page in one PDF File
II. ISSN APPLICATION ELIBIGILITY AND REQUIREMENTS
1. ELIGIBILITY: A publication is eligible for ISSN if it is a material that is categorized as a continuing resource or serial publication, that is issued in a succession of discrete parts, usually bearing numbering, that has no predetermined conclusion (e.g. journals, magazines, electronic journals, ongoing directories, annual reports, newspapers, newsletters, etc.). A new ISSN may only be applied for in the following cases:
a. The publication’s medium changes (e.g. a print becomes an online) or is available in both physical and digital formats
b. If the publication changes titles
c. If the publication has different language editions
2. REQUIREMENT/S
a. For Print Version: 1 complete issue of the publication (PDF File)
b. For CD - ROM Version: 1 label affixed on the disc or container with name and address of the publisher (PDF File)
c. For Online Version: 1 URL / Link to the publication, with name and address of the publisher displayed on the publication
III. ISMN APPLICATION ELIBIGILITY AND REQUIREMENTS
1. ELIGIBILITY: A separate ISMN must be assigned to every different edition of an item. Specifically, a new ISMN is required when:
a. There is a change in the musical or literary content of work, unless these are minor corrections.
b. A literary text that is an integral part of a published musical work is altered.
c. A translation of a literary text is added, removed or altered. A new ISMN must be assigned, even if text and/or music are otherwise unchanged.
d. The physical size of an item is substantially changed to produce a new full study or miniature score edition.
2. REQUIREMENT: 1 document containing the product form or the physical or digital properties of the publication that differentiates it as a product. E.g. the same edition of a publication may appear in different product forms: hardcover; Braille; .pdf, etc. (PDF File)
